In order to investigate a high sabotage-resistant nuclear power plant, considering initiating event with malicious acts with reference of the IAEA technical guidance, NSS No.16, we propose a concrete process of target set with sabotage ET/FT, important sabotage scenario, and identification of vital area and prevention set with showing an example. And also, safety and security interface in the facility design stage is pointed out an important step in terms of reduction of sabotage risk as well as defense in depth in security.

Countermeasures for protection of nuclear power plant show steady progress such as licensing examinations for the specific accident-response facility for an aircraft attack according to the new safety regulation as well as law enforcement preparation of the trustworthiness system by Nuclear Regulatory Authority. In this paper, we will perform case studies about a sabotage protection of nuclear power plant using vital area identification methodology that is internationally introduced and investigate safety and security interface in the protection.

In considering nuclear safety, it is an important task to clarify the relationship with "peace of mind" that is the heart of people. What is the state that scientific safety is something that people feel safe? We considered the relationship between quantified risk and safety, and ways to acquire peace of mind. We analyzed the thresholds of safety risks as a social common, showed a safe condition, and showed the importance of forming a consensus to obtain peace of mind.

In the collaboration activities between the Non-proliferation group and the Nuclear safety group which was established by the Safety commission group under the Standard committee, the Safety and Security investigative commission has been continued the activity about the safety and security interface discussion. In the coming 2019 annual Atomic Energy Society of Japan's meeting, the planned session will be held to introduce those activities and the qualitative evaluation for nuclear security risk will be presented in the section.
